Upon testing, I found my keyboard occasionally worked when I shut down the laptop via holding down the power button and turning it back on. I tried to find my way around the problem, checked all the drivers and firmware updates, even factory reset the laptop, none of this worked to fix anything. However starting the 19th of May my windows update became permanent, meaning my keyboard was stuck at a non working state. The problem seemed to stem from a windows update, so I uninstalled the update temporarily and it fixed the keyboard. I purchased my Y540 back in December 2019 and it was running smoothly until May 15th of this year.
